I'd prefer a Combo Box Entry widget listing all remaining city names
for the player's civilization. That way, if the player doesn't like
the city name that freeciv offers, he could easily pick one of the
other appropriate city names or type in a new one. This would avoid
the "skip, skip, skip, skip, ... ah, that is the right one"
phenomena. And, if done right, also prevents freeciv from offering up
a city name that the player has already typed in in place of what was
offered.
I once was playing and typed in a city name (that was in the list for
the civilization I was playing) in place of what was offered. The name
popped up again on another city I founded later.

In city dialog, Settings tab, next to Rename city button: A new button
called "Rename with natural city name" or the like. This button will
rename the city with a name from your nation's city list. Quite like
for example say the Turks have done with the majority of cities in
modern Turkey.
As an extras, it would be cool if all "historical" (in the context of
the game, not actual history) names of a city would be saved in an
array, and available in a dialog or drop-down somewhere close to the
other "Rename..."-buttons. Then a (human) player re-conquering one of
his/her cities could easily revert to the pre-conquest name of that
city.
