I'm afraid that's correct, yes. But having the major cities of the
Confederacy in the Confederate nation as well as the American nation
will produce ugly duplicates when both nations are in game. Unless
server option 'citynames' is set to 2 that is (city names have to be
globally unique.)
I can't think of any better solution... Few people would approve of
moving Atlanta et al to the Confederates either.
