Well, it can happen already when tinyisles=1 or citymindist=1

I kind of like the idea that you cannot unload on mountains, since it
adds structure to the game for use by map makers. On the other hand,
most cities will have plains or grassland on the coast close to them,
so it doesn't help them, and mountains were an interesting place to
unload units onto a wel defended island
