The third in the series of flags scaled to 3:2 ratio:

Included is a "stretched" version of the Sri Lanka flag, different from 
the one posted in the previous package.

Syria flag is not resized, just cleaned up.

With this, only Rome and Swiss flags are "larger" than 3:2 (I think.) 
Should we make 3:2 and 1:1 the two standard sizes and try to avoid 
everything in between?
