[Freeciv-Dev] (PR#13876) Improved Venezuelan nation

The "Polish" issue was settled elsewhere. I post an updated version of 
the Venezuelan patch.

I'll try to be as clear as possible about the changes. In order:

- Venezuela -> Venezuelan: All nations in Freeciv are called by the 
name of the people, not the country.

- Venezolanos -> Venezuelans: Although leader names, titles and cities 
often are written in the native language, the global names of the 
actual nations are not...

- El Libertador Simón Bolivar -> Simón Bolivar: This is a title. To 
honor him, though, I mentioned him with this title in the legend. It is 
also listed as a city.

- Gral. Juan Vicente Gómez -> Juan Vicente Gómez; Gral. Marcos Pérez 
Jiménez -> Marcos Pérez Jiménez: Gral. is an abbreviation for General, 
a title.

Plus: cleaning up formatting, correcting leader tag and adding 
civilwar_nations.
