There are two bugs he reported.

1.  When your target is unset and you set a goal, the target isn't 
chosen until the end of the turn.  He thinks it should be chosen 
immediately when the goal is set so that you can see what you're getting 
into.

2.  In the same above case, when the target is chosen at the end of the 
turn, any existing bulbs are lost.  If you'd chosen a new target during 
the turn they would have carried over.  But by the time the target is 
chosen I guess got_tech has been reset so the bulbs are lost.

#1 is IMO not a bug.  #2 is surely a bug.  When this was first reported 
it affected both 2.0 and the development version.  However there have 
been a lot of fixes since then and it may have been fixed in the process.
