[Freeciv-Dev] (PR#13888) misshapen button in gtk2 diplomacy dialog

The attached screenshot is needed to understand this.

The button to popup clauses for a diplomatic treaty doesn't work as 
you'd expect.  Only if you click on the left half of it (where the text 
is) does it work.  Clicking anywhere else does nothing.  This is rather 
unintuitive as it seems the button isn't working.

In the screenshot only the area shown by the dropdown "selection" is 
clickable.
