[Freeciv-Dev] (PR#13866) Data: Lunarian nation

New fictional nation: The Lunarians from the Moon! They're supposed to 
be a complement to the Martians.

Cities are names of craters on the surface of the moon (picked from an 
old moon-map) and leaders are space travelers. If you wonder, Fugelsang 
is Sweden's first and so far only astronaut. The inclusion of him is a 
sign of my national bias I suppose. ;-)

I conceived the flag myself, based on a Free image of a generic planet.
