AFAICT this bug is not in Freeciv.  I've seen this before myself.  The
problem is most GUI terminals (like gnome-terminal) allow separate
configuration of what encoding to use.  So if you leave the terminal set
to the default (latin1) but change your $LANG to use UTF-8 then Freeciv
will output the characters in utf-8, the terminal backend will handle
them as utf-8, but the terminal frontend will show them as latin1 (i.e.,
incorrectly).
