I don't understand this patch.  Some of the English leaders are simply
stolen?  And why are the flag_alt values for other nations changed -
that doesn't make sense at all.

P.S.  Let us keep very consistent style for nation formatting.  For
cities and leaders, keep one name per line with a 1-space indentation. 
For legend, put the \ and endline before the space so each new line
starts with a space (like is done in the helpdata - it makes it easier
to read).
