[Freeciv-Dev] (PR#13804) Patch/GTK2: Diplomacy dialog

This is a patch for /client/gui-gtk-2.0/diplodlg.c and affects the 
wording on the diplomacy dialog.

It replaces the names of the respective nations to the right of the 
flags, with the names and titles of the rulers.

This is for two reasons:

- Give an opportunity to remember leader names. This is important in, 
for example the Intelligence dialog's Diplomacy tab where only leader 
names are listed.
- Provide a feeling of interaction with an actual leader.

The name of the other nation is still visible in the tab label, clauses 
descriptions as well as through the flag image.
