Yes that's true. But certain flags must be 1:1 (like the Swiss). And 
those flags look huge compared to certain flags that are 2:1 (like USA) 
so it's still an issue.

A way to ease the impact of differently sized flags, would be to either 
scale or crop most flags into 3:2. I think they would look better that 
way actually, because of the small scale of PNG flags in the game.
