Every time you run freeciv in Windows 2000, a process called
civserver.exe is left running in the background. This process can not
be killed (access denied error), even by the administrator. I've played
3 times now, and three instances of civserver.exe are still running.
So, there are 2 problems to fix here:
1) Change the way civserver.exe is launched in win32 so that it can be
killed by any user at any time.
2) Automatically clean up civserver.exe when the client is closed.
