[Freeciv-Dev] pubserver internals webpage

I've added a webpage to the site: Pubserver_Internals which discusses
post-processing of games on pubserver and how the server should be modified
to simplify things. In particular, how we should throw away all the work I
did on the gamelog to make ranking really work in 2.x.
