<x-tad-smaller>I've made a modified ruleset, where the most relevant change is:
•) settlers has a population cost of 3
•) there is a new unit, "migrants", which cannot build cities, but can be added to cities, and work terrain

i've started a little game to test this, with startunits "cwwwwxx", where w is not the worker but the migrant.
mintradesize 4, fulltradesize 6, initial tech 2

my strategy idea is: first build the city, and work a lot of terrain nearby.
then, addtocity all the migrants, and you get immediatly a big fulltraded city.

the 3 AIs, instead, used some migrants to work terrain and never assimilated them into cities... made everything they could to build more cities, and were never able to get any trade...

i hoped it would have been enough smart to think "i really can't ICS here, i'll do a big city first"... instead almost every AI nation had god 3 or 4 cities of size 2-3....

is there something wrong in the AI routines to decide how to get what he needs?</x-tad-smaller>
