With recent changes this should now be possible, basically.  However
you'll need new graphics (civ3gfx could do it with some work).

There is still a problem with civ3gfx however in that civ3 poses
restrictions on what terrains can border each other.  For instance
deep-ocean cannot border coastal-ocean IIRC; glacier can only border
deep-ocean not coastal- or shallow-ocean.  Etc.  The graphics for the
additional possibilities simply aren't there.
