And also: we may need a test_player_declare_war function similar to
the test_unit_move_to_tile one that returns the reason for failure. 
Otherwise the conditions for declaring war still have to be duplicated
since the callers (mostly in plrhand.c) have to give an informative
message so they must know *why* the declaration of war isn't possible.
