So, if I cancel my alliance in 1AD and declare war in 1980, that's seen as
negatively as if I cancel in 1980 and immediately declare war.

This patch is a good idea as is; the next improvement would be to compute
the highest diplomatic state in the last N turns (maybe 20?).
