This patch changes the defense_bonus values given in terrain.ruleset
into added percentages, and allows for negative values as well, for
defense penalties.
I'm not sure if this is the right way; presently veteran defense bonuses
are given as multiplied percentages, so perhaps these should be set to
match.
I would like these values to be signed though, so I can wedge in my own
alternate combat system, based on 6 sided dice. :)
This patch compiles, but has not yet been tested.
