In pubserver you don't have the ctrl permissions to edit other players'
clients.  However if there were a game "host" he should be able to edit
them.

The reason is for modpacks or generally in single-player.  In
single-player you should be able to edit the nations of the AI players
you're going to play against if you like.  For modpacks all nations may
not be equal so you may wish to set up the factions.

Good point.  This is a bug.
