Hi... i just found a sever Bug in Votingsystem... Try this, a game with 7 
Connected playesr, called A,B,C,D,E,F,H

I joined as observer, and did this:
/ob A
/set timeout 60
/ob B
/vote yes
/ob C
/vote yes
/ob D
/vote yes

Then the vote got passed. I can start votes as the one i observe, and i can 
vote yes for someone im observing. An Observer could connect to a running 
game and just end it by voting /end.

This should be fixed...
