In (PR#12932) I reported three problems about using Japanese with
windows clent.

Today I tried "libutf8" obtained from GnuWin32 project, then all worked
perfect!!

See "http://gnuwin32.sourceforge.net/packages/libutf8.htm";.

Please use theis library next release.
