[Freeciv-Dev] (PR#12986) update to american.ruleset

This patch makes a few modifcations to
american.ruleset:

1. deleted some forgettable presidents (not the bad
ones, just the ones that didn't do anything good or
bad.  The most recent one deleted is from the 20s)

2. added two founding historical figures as leaders

3. added other n. american civs as civil war nations

4. added a few medium-sized cities to the city list

5. added terrain hints to the city list, so that it
stops suggesting "los angeles" when you try to build
your city on landlocked tundra.
