Now that we recalculate the assignment map from scratch each turn in
autosettlers, and track this value on the stack, we should do the same
with the 'enemies' and 'territory' values.

  struct settlermap {
    bool enemy, territory;
    struct unit *enroute;
    int eta;
  };

then in auto_settlers_player:

  struct settlermap state[MAP_INDEX_SIZE];

I'm open to ideas for improving the enemy or territory map, but we
should make this cleanup first I think.
