[Freeciv-Dev] (PR#12970) /help and /help help should be merged

The help information is too deep to be obvious. To get to learn 'help
commands' you need to:

/help
/help help
/help commands

It is probably a good idea to add a separate '/help intro' page as a
reference sheet with the most useful commands.
