The help information is too deep to be obvious. To get to learn 'help
commands' you need to:

/help
/help help
/help commands

It is probably a good idea to add a separate '/help intro' page as a
reference sheet with the most useful commands.

Transcript from IRC talk on #freeciv follows:

<elfstone> i never knew how to cheng /metamessage
<elfstone> or what it means
<vasc> that's because there are too many to fit there
<vasc> do 'help metamessage'
<elfstone> there is a lot undocumented things in the server, they should
be documented by the helpfile..
<vasc> 'help commands' lists all commands
<vasc> 'help options' lists the options
<elfstone> nice
<elfstone> but how should i know?
<elfstone> how should anyone know?
<vasc> > help
<vasc> To find out how to get more information about commands and options,
<vasc> use 'help help'.
<elfstone> no, help doesn say this
<vasc> > help help
<vasc> Command: help - Show help about server commands and server options.
<vasc> Synopsis: help
<vasc> help commands
<vasc> help options
<vasc> help <command-name>
<vasc> help <option-name>
...
<vasc> well
<vasc> dunno, maybe 'help help' should be merged with 'help'
<elfstone> yeah.. would be nice
