Looks like this is a major bug in both branches.  It would be nice to
have  a savegame to test it:

* An enemy sub next to a city.  The sub's tile is within sight of
another city/unit (but the sub is not, since it's not adjacent).
* The city is conquered or destroyed.
* Now the sub will be visible when it shouldn't be.
