What gave you that impression?

I do not see why ruleset hints is a bad idea as such, as long as they are
clear, concise and human readable, so that ruleset authors have no problem
using them.

Ruleset hints can save enormous amounts of CPU time. We could instead ask
the AI to analyze rulesets and assign such hints at runtime, as we
currently do with buildings.ruleset and effects, but this is complicated
and bug-prone. Feel free to prove me wrong, though.
