Some Wonders need to be Balanced.
* SETI program is not powerful enough compared to Newton's. It costs
50% more, gives the same bonus (100%) and has a higher req. I think the
bonus should be increased to 150%.
* Copurnicus Observatory is too expensive (I think there's another
ticket about this). I think it should be reduced to 150 or 100 (compare
it to library which also gives +100% and costs only 60).
