[Freeciv-Dev] (PR#12210) the return of dangerous danger

I was running a profile on the game in PR#12157.  I started the savegame

http://bugs.freeciv.org/Ticket/Attachment/89707/56962/civgame%2B1780.sav.gz

with the attached rc file (./ser -r rc).  And I got lots and lots of 
dangerous danger messages:

This is with the development version.
