[Freeciv-Dev] (PR#12198) problem with building wonder

1.  "The germans have finished building Hoover Dam (B) in Essex."

here the (B) comes because the message is generated after the 
improvement is added.  I assume.

I built a lot of wonders in this game but only got this message on the 
one of them.  However I'm quite sure i got it.  Surely it's because of 
the recent capitalization change.
