    I have a city with 39/40 in its food box.  That city's food
production is +4 per turn.  Yet after the next turn, it's food
box will show 0/50 instead of 3/50.  Is there any existing option or
ruleset variable which will change this behavior (so that I get 3/50
instead of 0/50)?

    Under Civ2, this kind of thing made lots of micromanagement
necessary.  Freeciv is better about this with respect to shields,
science, etc. but not food.  Why?
