[Freeciv-Dev] (PR#12136) techs possessed only by you

If i recall correctly, in CIV2 you knew with tech was possessed only by 
you - no matter what contacts you had with other players.

Could this feature be added?

Could this be added as a non-default option even if i don't remember 
well and it existed only on my dreams?
