In the attached image, I set the min surplus of gold to -20 for the 
city.  This is basically necessary to avoid having some cities be 
caughed back each turn.  Basically I don't care about the amount of gold 
for any individual city, only the overall gold.

But in this city, the minimum of -20 is too high.  Some scientists are 
turned into taxmen, so I can't take advantage of the science-bonus 
wonders in the city.
