[Freeciv-Dev] (PR#11836) bug in connection loss

I was observing pregame and saw this:

Game: Lost connection: Obsanjo from 217.193.134.98 (player Observer)
(observer).
Game: You've been removed from the game!
Game: Observer has been removed from the game.

I didn't disconnect but it still said I was removed from the game...
Not that big a deal.

However, I have seen a problem in pregame where I'll connect as observer
and leave, then somehow a new connection gets assigned to observer
without their knowlege.  Sorry, I don't have any evidence of this.
