I should rephrase that. To win a vote, you must have _either_
 a) Zero 'no' votes and more than zero 'yes' votes, or
 b) More 'yes' votes than the number of eligible voters divided by two

The second requirement is perhaps very obvious... Should we change this to
just more 'yes' votes than the number of 'no' votes multiplied by two?
