Thanks for the report.

1) Do you have a savegame that reproduces that?
2) Were you allied to that AI player?
3) Did you have shared vision?
4) Were there any submarines involved?
5) Do you have CIVCLIENT.RPT or CIVSERVER.RPT somewhere in a directory 
where Freeciv is installed?
