Yes, I think the patch makes sense. So I vote for applying it.

At least the ratio no/nb for the next SUSE release will be 0/n, as we
let the build of packages fail, if these still use
/usr/share/locale/no/LC_MESSAGES/.

Looking at the possible RC_LANG values in /etc/sysconfig/language it
seems that you cannot set a norwegian locale at all via YaST. So you
need to set it manually, and it isn't (and wasn't ever) set wrong by
default by our config tool. We might need to change a possible wrong
norwegian locale during an update. Mike, who can take care of this?
