In order to reduce the importance of fast reflexes, latency free
connection and luck, we should change the frigate to defense power to be
equal to its attack power. This way whoever attacks first has less
importance. So I suggest that for 2.0, we increase its defense power
from 2 to 4.

Due to the Pearl Harbour rule (firepower of attacker doubles if defender
is a ship in a city), increasing the defense power of the Frigate will
not  make this ship a better city defender than land based defenders.

Any naysayers?
