Hmmm it appears I may have been too hasty in my diagnosis and bug 
report.  It does seem to be related to hostile units nearby which makes 
me suspect that it is a feature.  If this is the case then I'm sorry for 
filing a bug report about it, but I think it should be changed.  Having 
to re-assign 20 workers each turn in three cities is a major pain 
(imagine if I had lots more cities!).  As I recall, Civ 2 used to only 
de-assign the workers from the squares occupied by the hostile units, 
and then it would automatically re-assign them afterwards.  Let me know 
if there is a good reason not to do this!
