    W32 2.0.0b5 binary.

    The submarine is carrying one cruise missile.  AFAICS, it is not
stacked with any other units.  Yet when my submarines or battleship
try to attack it, they get "You can't attack there" msgs.

    Is Freeciv supposed to work this way?  I thought that a bomber
stacked with a submarine would cause this result but not a cruise
missile.

    In contrast, my Fighter *can* attack there.  It attacks the
submarine and the Fighter dies in the attack.

    Saved game available.  This saved game was created under Beta3
(or Beta4?) but it produces the same result when loaded into Beta 5.
