[Freeciv-Dev] (PR#11467) beta bug

Hi, I am running civserver 2.0.0 beta 5. I had this problem on beta 4 also. 
Here is the error I get:

> civserver: sanitycheck.c:73: check_fow: Assertion `plr_tile->own_seen <= 
> plr_tile->seen' failed.
Aborted


This is on a redhat linux 7.2 system.
Attached is the save file. Just load it and click "end turn" and it will crash.
