You misunderstand what I meant by 'worker model'. I mean by 'worker' here
the citizens that a city places on tiles to utilize them, instead of
making them specialists (enterntainer, scientist or taxman). I want all
citizens to be specialists, like in Master of Magic and Master of Orion 2.
