It is a bug, but I am not sure of what sort.

I guess I could hard-code AI to leave other players boats as soon as they
stop near a shore.  But I would rather avoid this situation altogether.
In fact, can you not get a city from a non-allied player?  Then having
units in your boat is a problem.

Dejan, could you provide a savegame please?  You can attach it directly to
the ticket using "Comment" button.
