    My mistake.  I forgot to specify "topology 13" at the beginning
of the game.  So this is just a cosmetic issue - i.e. hex tiles are
allowed to be used for the display even though they don't correspond
to the underlying game map.  You can close this ticket if you'd like
to.  Sorry.
