incite_cost.unit_factor should be larger IMO.
I've done some calculation and find out that 12 alpine troops makes the
city only 60% more expensive.

Would anyone mind me changing the value to 2?
(im not sure what should be in civ1/civ2/history)

Anyway it is stupid that it is cheaper to buy a unit with a city than to
buy it without a city. :)
