[Freeciv-Dev] platform-specific installation instructions

We list the platforms that Freeciv will compile on.  I added a link to a 
page Install-Debian and gave instructions for installing (from source or 
packages) on a Debian platform.
Those of you on different platforms should make similar instructions for 
your platform.
This process is a bit fuzzy because "platform" is not well-defined.  As 
an example there are different branches of Debian, which will have 
similar but perhaps not identical installation instructions.  There may 
also be other distributions based on Debian that can follow the same 
instructions.  Just do the best you can when writing install instructions.
