Hello again.

This is my last idea, I promise.

In real world, allied forces are controlled by joint command. In Freeciv 
allied forces are split among all allied nations. That is not a big 
problem in multiplayer games where players can chat, but in single player 
you can't cooperate with AI on this level.

The problem is how to model joint command in Freeciv. There are several 
possibilities:

- give units
- lend units
- transfer units command

Last two allow original unit owner to retake units back before the deal is 
over (with some diplomacy harm), first one is permanent. The difference 
between last two is that "lend units" does not require their owner to be 
in war with the one attacked (think of Chinese volounteers in Korean war).

I don't know what would be better (and if this whole idea is good).
