But when replying, string (PR#10931) is included in the subject line, and not 
the string message says I should use.

If I remove provided string (PR#10931) and change it to the string which 
AutoReply-message says I should use (i.e. [freeciv #10931] ), new ticket is 
created and message is not added to existing ticket.
