You can't have an irrigation and mine on the same tile.  Ever.  If there 
is a bug, it is that you were allowed to build them at the same time.

But most likely when you built the irrigation, it destroyed the mine, 
and you just didn't notice it for a while.  Can you look at the save 
games and confirm this?
