I've encountered the following under 2.0.0beta2, which are either bugs, or 
rules I don't know about:

1) Hill terrain which had both the irrigation and mine improvements lost the 
mine when switching government from despotism to monarchy.

2) When I rebuilt the mine,  the irrigation improvement disappeared.

There are no hostile forces nearby.
I have autosaves of the game from each turn, so I can provide further details 
if these sound like bugs.
